Table lamps are there primarily to take the edge off overhead lighting, providing an atmospheric replacement for it whilst giving a room a more appealing ambience. The shades for table lamps are normally designed to provide what photographers refer to as subtractive lighting.
Desk lamps, on the other hand, are intended to be used as additive lighting – they increase the overall light available in a very focused way, to help you perform particular tasks you are working on. This also makes desk lamps a type of task lighting, which is another term you will often hear used in relation to them.
Because of their practical role, desk lamps are often designed in less ornate styles compared to other lamps, but there can be exceptions. The important thing is that any ornamentation or design flourishes should not interfere with the practical aspect of what the lamp is intended to do.
Do keep in mind that even though a desk lamp is specifically called a desk lamp, it does not necessarily follow that it must be confined to a desk. You can in fact use it in other places where focused direct lighting will be helpful.
For example, if you find the table lamp on your bedside table doesn't provide sufficient light to enable you to read comfortably, or if it casts a glow too wide (disturbing anyone else you happen to share the room with) replacing it with an adjustable desk lamp may be the perfect solution.
Other places where desk lamps may be helpful include workbenches and bookstands.
